RefuhrandClaude Opus 4.8 bc75f8e4d3 ci: add manual trigger and tag releases 
Add workflow_dispatch to allow manually running the build on any
branch, and publish a GitHub Release for each pushed tag. Scope the
continuous pre-release to master only.

Collin Kidder 1343bb363e Update build.yml 
Update to hopefully fix several deprecation warnings. This means that most builds are now also on a slightly newer OS version which might limit some people. However, this is unavoidable as the old system images are going away soon.

Explicitly ask for specific versions of Windows, Ubuntu, and MacOS to prevent future "surprise" issues.

Also, now using a slightly older Ubuntu version to allow people to still use 18.04 with the auto generated package.
